Here we see the court gathered up on the wall, apparently to see something below. King Joffrey is definitely addressing someone below, while we can see Sansa sitting behind him. At a guess, this is from a scene at the very start of A Clash of Kings, Joffrey’s nameday tourney (which, if they’re keeping it, we’re guessing will be nothing but a couple of knights fighting on foot for his entertainment) and the arrival of Tyrion.
